Attorney Biographies

W. MARK WILCZYNSKI:

Mark Wilczynski graduated in 1975 from the University of Southern California where he played football for the USC Trojans. Following his undergraduate work, be enrolled in California’s Loyola University School of Law. Mark received his Juris Doctor from Loyola in 1979 and was admitted to the California Bar. Mark relocated to the Virgin Islands in the 1980’s and, as a pilot, operated his own Caribbean import-export business. Mark began working with some established local defense attorneys and became involved in the toxic exposure litigation from the oil refinery in St. Croix – work which his office continues today. He has directed his own litigation practice since 1996.

Mark is a member of the Virgin Islands Bar Association and the Defense Research Institute. He is listed in A.M. Best’s Directory of Recommended Insurance Attorneys and has been rated by his peers as BV Distinguished for his legal ability and ethical standards.

Mark married his wife Jan shortly after moving to St. Thomas. He has five children, two grandchildren, and an ark-worthy procession of pets. He enjoys Trojan football and good cigars. 

Jim Blevins:

James (Jim) Blevins is a 2002 graduate with honors of the University of Pacific, McGeorge Law School in Sacramento, CA. He joined the California bar the same year. Jim worked for 20+ years in California State Government, handling class action lawsuits by inmates against the Department of Corrections and Rehabilitation, lawsuits by beneficiaries of public benefits against the Department of Social Services regarding reduction or discontinuation of benefits due to fraud, and to conclude his State service, Jim was with the Department of Water Resources leading the Department's Public Records office, supervising staff and handling  the most sensitive records requests from members of the public, national charitable and advocacy organizations as well as other governmental entities. After retiring from California State service, Jim was admitted to the Virgin Islands bar and joined the Wilczynski law office as a litigation associate.

Jim loves to spend time with his wife and daughter and son-in-law. He is a lifelong musician and multi-instrumentalist and still composes and records in his free time.

Our firm is looking for an associate.  Ideal candidates will have experience, a deep knowledge of procedure, and an ability to hit the ground running.  As an associate with the office, you will manage the day-to-day direction of case files under the supervision and direction of the firm's Principal.  Remote work is possible but your local presence will eventually be required.  You must be licensed in the Virgin Islands or willing and able to sit for the upcoming exam.
